On 16 August 2024, Technical Note 2024.002 version 1.03 was published on the National Electronic Documents Portal (DF-e Portal), focusing on updates to the Electronic Bills of Lading (CT-e) Simplified system. This version includes an important adjustment to the rules for the Signature and Authorization Provider (PAA).
The update allows the PAA to either submit a complete XML of a tax document directly to the authorization environment or use the Issuance Platform to send only commercial data, with tax authorities generating the document. The signed request by the taxpayer and PAA will now be inserted in the "xSolic" field of the Easy Invoice (NFF) information group.
This change also revokes table E-2 of the CT-e Taxpayer Guidelines Manual version 4.00, replacing it with Table PAA for issuing CT-e (mod57), Simplified CT-e (mod57), and related events.
The main updates include:
- If the Signature and Authorization Provider group (infPAA) is informed, the CT-e authorization environment must be SEFAZ Virtual RS.
- If the CNPJ of the signature certificate differs from the SVRS, it must match the CNPJ of the PAA.
- The implementation timelines are as follows:
- Approval environment (company testing environment): 16 September 2024;
- Production Environment: 21 October 2024.
The updated CT-e XML Schemas and NT 2024.002 version 1.03 are now available on the CT-e portal. Additionally, on 22 August 2024, a correction was made to the "toma" tag in the Schemas to accept the value 0.
