The 2025 Portuguese Budget Proposal from 10 October 2024 suggests further postponing the regulations for B2G e-invoicing and qualified electronic signatures (QES) for PDFs.
Additionally, mandatory SAF-T submission, initially set for 2026, is proposed to be deferred to 2027.
These changes, pending approval, give micro businesses and SMEs an extra year to prepare for both QES implementation and SAF-T compliance.
