The DIAN of Colombia has issued Resolution 000189/2024, adding new requirements for electronic sales invoices (FEV) for currency exchange operators and public utility service providers.
What are the changes?
- Currency Purchase and Sales Operations:
- Exchange rate used must be filled in the “unit value” field;
- Name of the currency traded must be filled in the “description” field with the corresponding code;
- Use of code 15 for currency purchases and code 16 for foreign exchange sales;
- Use of separate invoices for sales and purchase transactions, allowing multiple transactions for the same customer on one invoice;
- Date and time of each invoice generation must be included;
- In case of technical issues, exchange professionals must include detailed transaction information in the chequebook or paper invoices, such as exchange rate, currency name, the amount traded, transaction type, total value in Colombian pesos, Customer Due Diligence (CDD) code, and customer email.
- Residential Public Service Providers:
- Providers of Public Residential Services (SPD), water, sewage, and cleaning services, established as non-profit entities or small providers with fewer than 2500 subscribers, may continue to issue physical documents for residential services.
What are the impacts?
These changes aim to enhance transparency and accuracy in electronic invoicing for currency exchange operators and ensure that small public service providers can maintain their current invoicing practices in exceptional circumstances.
Implementation timelines
The regulation will enter into force upon its signing, without prejudice to its publication in the Official Register.
