The Argentinian Customs Control and Collection Agency (ARCA) has published the “Manual For the Electronic Export Invoicing Developer V3.0.0”, for those taxpayers who need to communicate with the Electronic Invoicing – Export Invoice service (WSFEXV1).
Below are the changes that V3.0.0 include:
1. The new field <CanMisMonExt>: is added in the public method FEXAuthorize. Applicable in Export Invoices (Code 19) and when the currency is different from PES (Argentinian Peso). It is not reported if the currency is PES or if the document type is Credit Note or Debit Note.
2. If “Payment is made in the same currency”, the <MonCotiz> field can be omitted. If it is omitted, the document will be recorded with the quotation available in the Argentinian National Bank data base. If the <MonCotiz> field is filled and the currency has a quotation in the Argentinian National Bank, such quotation must correspond exactly to the quotation recorded by the Bank for the business day prior to the date of issuance of the document. If the date of the document is after the current date (future date), the quotation to be used will be that of the business day prior to the current date.
3. Five (5) new error codes are incorporated
- Code “1003” affects the <FchCotiz> field, which validates that the field format, if reported, is “YYYYY-MM-DD”.
- Code “1602” affects field <Moneda_ctz>, which must be greater than zero (0) and will be mandatory if field <CanMisMonExt> is reported with value S (Y).
- Code “1603” affects the field <CanMisMonExt>, which must contain, if reported, the values S or N (Y or N). The field may not be left empty.
- Code “1604” affects the field <Moneda_ctz>. In case of reporting the field, the value of this field may not exceed the official quotation by 1.
- Code “1605” affects field <CanMisMonExt>, which must not be reported if field <Cbte_Type> = 19 and <MonID> = PES or if <Cbte_Type> = 20 or 21.
4. The FEXGetPARAM_Ctz method is modified, adding as optional the date of the quotation to consult <FchCotiz>.
5. The FEXGetCMP document query method is modified to receive the response the new optional field <CanMisMonExt>.
The changes should be implemented by April 15, 2025.
