The National Council of Fiscal Policy (CONFAZ) and the Special Secretariat of the Federal Revenue of Brazil have published SINIEF Adjustment No 8/2025, which modifies the Electronic Bills of Lading (CT-e) rules. This change specifically targets transport operations that originate and terminate within the same municipality, aiming for simplification and efficiency.
What are the changes?
The adjustment modifies the wording of item IV of § 1° of clause third-B of Adjustment SINIEF nº 9/2007. The new wording states:
"IV – the provision of transport services terminates in the same municipality;"
This aims to clarify the application of rules for transport services that start and end within a single municipality, streamlining the process of issuing electronic fiscal documents.
What are the impacts?
- Local Transporters: Companies that exclusively perform deliveries within the same municipality will experience simplified operations;
- CT-e Emission Systems: These systems must be updated to accommodate the new rule.
Implementation timelines
The new rules will take effect on August 4, 2025, providing transportation and logistics companies approximately 3 months to adapt to the latest regulations.
