According to the ordinance “Portaria n.º 195_2020”, Portugal had postponed the mandate to add the QR code and ATCUD number in tax invoices until 1 January 2022.
The previous version 2.0.0 of the mandatory B2G e-invoice format (CIUS-PT) did not support the provision of the QR code/ string nor of the ATCUD when invoicing public administrations.
In late February, FE-AP (the Portuguese platform for B2G e-invoicing) has released an updated version of the CIUS-PT specifications, version 2.1.1.
Under these specifications, which have already entered into force, it will become possible to provide the QR sting and ATCUD elements as part of B2G e-invoicing. The new version of CIUS-PT is already supported by eSPap (Public Administration Shared Services Entity).
Please note, that – even though the use of ATCUD becomes mandatory only from January 2022 – according to the most recent communication, the taxpayers will be able to obtain the ATCUD number from the Portuguese Tax Administration starting from June 2021.
